INCOME MAINTENANCE SUPERVISOR III
Salary Range:       $56,614 - $89,480

Primary Purpose of Position 
The purpose of this position is to manage and coordinate division-wide (Medicaid, Food and Nutrition Services, and Work First) efforts to ensure that performance management (PM) and quality improvement (QI) programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives. This position has total and complete responsibility for his staff reviewing client records, conducting audits, and compiling data to reflect policy, standards and compliance trends and determining caseworker skill sets. Work includes independent research and analysis of all Federal, State and Local policies and procedures development, so that data tools can be gathered and developed by this position based upon observations and audit trends. This position will assist the other program managers and the IM Administrator in identifying needs of the Division, objectives and strategies for work performance through the actual result of case reviews and coordinate all federal, state and county audits in the eligibility programs. This position must exercise sound judgment as responsibility includes improving efficiency by independent review and evaluation to ensure that compliance issues/concerns within the organization are being appropriately evaluated and investigated. Position will determine manner in which problems can be resolved and applying corrective action plan and ongoing monitoring. Decisions by this position may affect program outcomes, service quality and the regulations of the program which can in turn affect funding. This position will research and develop PM and QI training programs that focus on enabling the workforce to achieve improvements. This position will supervise the Quality Improvement Division. 


Knowledge, Skills, and Abilities 
Thorough knowledge of needs, problems, and attitudes of disadvantaged persons. Thorough knowledge of the use of the public assistance manuals. Considerable knowledge of all income maintenance programs and the forms and documents used in determining eligibility. Considerable knowledge of all agency programs and services. Considerable knowledge of community programs and services which could affect the client/applicant. Considerable knowledge of the budget and planning process. Considerable understanding of the budget process. General knowledge of basic supervisory/management skills. Skill in instructing, organizing, directing, and supervising lower-level employees. Ability to maintain a satisfactory working relationship with applicants and others contacted within the course of performing the work. Ability to assess needs and to plan for future requirements. Ability to read, analyze, and interpret rules, regulations, and procedures. Ability to communicate with supervisors, other agency staff, public officials, and the community orally and in written form.


Minimum Education and Experience 
Four years of experience in income maintenance program including one year of supervisory experience in an income maintenance or service program; or an equivalent combination of training and experience. Valid North Carolina driver's license required. Bilinguals encouraged to apply. DD 214 is required from applicants claiming a military preference.
