ACCOUNTING TECHNICIAN II
Salary Range: $40,072 - $63,335
Primary Purpose of Position
The primary purpose of this position is to analyze financial reports, calculate financial data and ensure all necessary forms (i.e. invoices, receiving reports, etc) are accurate and ready for payment and then enter financial information into the appropriate reimbursement foster systems. This position also requires daily contact with providers, workers and supervisors concerning case status and statistical information regarding clients and customers. This position must adjust to changes in the work environment, which may involve problems such as: change in a customer’s eligibility status, rate changes, fee changes, and disgruntled customers. In addition, this position must have the ability to function in several computer programs at the same time to receive accurate and detailed information. Position performs all of the reimbursement/accounting duties of the foster care program and serves solely in an accounting capacity. This position must possess excellent accounting/public relations skills and make independent decisions as to the process and workflow within the foster care team as it relates to the fiscal aspects of the child care subsidy program and the foster care program. Worker must have knowledge of the foster care funding resources. Must be able to interpret policy as it applies to the payment and reimbursement process, and serve as a resource for internal and external customers to relay correct and timely data.
Knowledge, Skills, and Abilities
General knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions. General knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures. General knowledge of office methods and procedures. Ability to plan, organize, and review the work of subordinate clerical personnel. Ability to maintain effective working relationships with the public and other government employees. Ability to present information clearly and concisely in oral and written form. Ability to interpret and apply laws, regulations, and policies to the maintenance of financial records.
Minimum Education and Experience
Graduation from a high school including or supplemented by basic courses in bookkeeping or accounting and three years experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Completion of a one or two year business course in an accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting may be substituted for two and three years of the required experience respectively.) NOTE: Will accept applications for Accounting Technician I at Salary Grade 59 ($36,488 - $57,671) working against Accounting Technician II. Minimum Training and Experience: Graduation from a high school including or supplemented by basic courses in bookkeeping or accounting and two years experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Completion of a one-year business course in a business school including or supplemented by courses in bookkeeping or accounting may be substituted for the required experience.) Valid North Carolina driver's license required. Bilinguals encouraged to apply. DD 214 is required from applicants claiming a military preference.
