Eastern Carolina Vocational Center Inc. has an opening for an Environmental Health and Safety Manager in the Operations Support Department. This position is primarily responsible for providing environmental, health, and safety support to ECVC locations. The incumbent will ensure that all practices are in compliance with regulatory requirements by developing, implementing, overseeing, and coordinating a comprehensive program to ensure a safe and environmentally compliant workplace by identifying potential hazards, conducting safety inspections, providing employee training, investigating incidents, and maintaining compliance with applicable Federal, State, and local regulations.
The ideal candidate will be able to:
- Serve as subject matter expert providing daily guidance and direction in EHS programs at the employee, supervisor, and management level to ensure a common and effective approach.
- Manage and monitor to ensure program adherence to all relevant environmental, health, and safety regulations and reports (OSHA, EPA, NFPA, DOT, etc.)
- Stay updated on applicable agencies regulatory changes, determine type of action needed, and implement necessary updates to company policies (Safety Manual, GHS requirements, SDS’s, Universal Waste disposal, etc.)
- Monitor and ensure adherence to all local safety regulations and reports (CARF, Trillium, Prescient, etc.)
- Oversee all audits, risk and loss assessments, inspections, and EHS analysis in compliance with all applicable regulatory bodies.
- Maintain site preparedness and emergency plans and procedures.
- Lead Safety Committee, Emergency Response Team, and First Aid Provider Team.
- Collaborate with Operations Support and Operations Manager to identify possible losses, evaluate/mitigate risk, and prioritize workplace hazards.
- Review and analyze accident/incident data to identify trends and implement corrective action.
- When management approves construction projects the EHS manager will ensure that contractor personnel working on the property are in compliance with safety and security requirements through safety briefs.
- Maintain and update the Safety Policies, Hazard Assessments, and SOPs for all safe work practices and equipment.
- Design, perform and contribute to the Site Training Plans by conducting employee orientations; emergency response/procedures training; and coordination of Safety training programs for the organization.
- Train and certify required employees on forklift, stacker, scissor lift, pallet jacks, and material handling equipment.
- Monitor and coordinate external testing with third-party vendors to ensure compliance with all government agencies' regulations and maintain the appropriate records and reports on file.
- Maintain working relationships with Regulatory Agencies and chair or co-chair and lead the Safety Team and Committee for the Operation.
- Develop a working relationship with local law enforcement (Police, Sheriff, Fire and Rescue, EMT’s, etc.)
- Ensure inspections by regulatory agencies are coordinated and deficiencies minimized and corrected.
- Monitor and coordinate external inspections with third-party vendors to ensure compliance with all government agencies' regulations and maintain the appropriate records and reports on file.
- Perform internal inspections (Facility, emergency exits, emergency lighting, eye wash stations, etc.)
- Coordinate with VP of Operations and Operation Managers on facility deficiencies and monthly safety inspections.
- Maintain all logs and documentation associated with permits and regulatory requirements (Lead, hearing conservation, LARC system, equipment, vehicles, etc.)
- Develop and maintain the Site Preparedness and Emergency Plans & Procedures.
- Accountable for researching and writing internal and external reports, permit applications and work with facilities group to be compliant in completing permit reporting requirements.
- Review accidents and incidents which occur in the area of responsibility and conduct field audits, reporting and managing the corrective actions.
- Maintain computer data and filing systems regarding worker training and safety.
- Manage Team Base Risk Assessments and the process and regularly conduct training needs analysis.
- Manage the tracking and communication of safety/security objectives
- Lead the Emergency Response Team and comply with all Company policies and procedures.
Education and Experience:
- Bachelor of Science in Industrial Safety, Occupational Health, Industrial or Manufacturing Engineering, Industrial Management, or related field.
- OSHA 10 and 30 certified
- CPR/First Aid/AED certified
- Strong understanding of relevant safety regulations and compliance
- Analytical skills to identify trends and root causes of incidents
- Excellent communication and interpersonal skills to effectively train and engage employees
- Understanding the fundamentals of teaching and development of lesson plans and PowerPoint presentations
- Train the Trainer certified on mobile equipment (forklift, walk behind lift, scissor lift, pallet jack, etc.)
- 5 years of progressively more responsible related experience
