General Statement of Job

The Assistant Vice President / Chief Information Officer provides leadership regarding information technology services including infrastructure and network services, information security, voice and data communications, computer systems administration, help desk, and administrative computing systems.

The position is responsible for the supervision of Information Technology Services employees and providing leadership in short- and long-range planning. Provide technological assessment and implementation, creative and innovative problem-solving techniques to college IT and other related needs. The position oversees the acquisition and deployment of technology and the development of technology plans and policies that impacts campus operations.

Support the college mission and strategic plan. Responsible for providing technological support for students, faculty, staff, governing body, and visitors.  

Reports to the Vice President of Research & Technology.

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification It is not necessarily descriptive of any one position in the class. Provides leadership, direction, general supervision, and evaluation of a campus-wide institutional information technology department that is currently configured with Helpdesk and Audio-Visual service, Information Systems and Programming, Networking, and Computer Support services. Works closely with college senior staff, trustees, deans, department chairs, and employees from all organizational levels.

Recruits, hires, supervises, and evaluates the performance of Information Technology staff. Designs, develops, and leads a wide array of institutional information technology projects; performs analyses; prepares and presents reports to various audiences (e.g. Board of Trustees, President’s Leadership Team, and Educational Leadership Team). Assists institutional efforts within the department and larger college to foster a culture of evidence and informed decision making. Involved with providing solutions for college employees. Complete other relevant local, state, and federal reporting. Provides training to faculty, staff and administrators related to effective use of technology. Prepares and delivers written and oral presentations of department projects to appropriate audiences. Collaborates with the Vice President to prioritize a variety of work assignments and meet deadlines.

Chairs, co-chairs, and or serves as a member on committees that involve the review and analysis of Information Technology Department effectiveness, college effectiveness and reviewing assessment data pertaining to the college’s efforts to achieve college goals and objectives.

Optimizes the use of computer technology (e.g. Informer, MS Office Suite, spreadsheets, databases, word-processing, or graphical presentation software). Skilled with data governance and management of complex databases. Applies principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions and interpret an extensive variety of technical instructions in mathematical or diagrammatic form.

Operates a variety of types of office equipment including personal computer, laptop computer, laser and color printer, computer projection device, fax machine, photocopier, scanner/OCR, telephone.

Uses general office supplies and computer software such as Adobe Acrobat, Microsoft Office suite, Internet and research tools such as SAS or SPSS, etc. Understands and extracts data from databases such as Colleague Administrative Computing System, NCCCS Data Warehouse; utilizes services such as National Student Clearinghouse and Economic Modeling Specialist, Int’l (EMSI). Interacts and communicates with all college employee levels, North Carolina Community College System, United States Department of Education, training centers, professional organizations, internal/external customers, and the general public.

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Performs other related duties as required.

Qualifications or Standards

MINIMUM EDUCATION REQUIREMENTS:
Bachelor’s Degree with additional training/certifications in Information Technology or related IT field. Master’s degree preferred. Possess communication, supervision, and critical thinking skills or any equivalent combination of professional training and experience which provides the required skills, knowledge, and abilities.

5-7 years of work experience minimum leadership and management experience with computer related positions. Significant project management experience to include negotiating and managing contracts with vendors. A demonstrated positive and proactive approach in identifying issues and providing innovative solutions. Proven ability to communicate effectively, cooperatively, and tactfully with students, business/Industry, government and community representatives/citizens, faculty, staff, and students. Demonstrated robust experience in multiple Information Technology Systems fields.

Minimum Training and Experience

Physical Requirements: Must be physically able to operate a variety of automated machines including computer, copier, calculator, etc. Must be physically able to exert up to ten pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects Position involves mostly sedentary work, but may require walking or standing for brief periods of time Must be able to lift weights of up to twenty pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the receiving of information and instructions from the Director of Planning & Research.

Language Ability: Requires the ability to proficiently read, write, speak and understand the English language. Requires the ability to read a variety of documents, reports, and books such as various manuals, census data, demographic information, curriculum standards, administrative codes, etc. Requires the ability to prepare documents and reports with the proper format, punctuation, spelling and grammar, etc. Has the ability to speak with poise, voice control and confidence.

Intelligence: Has the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; and to interpret an extensive variety of technical instructions in mathematical or diagrammatic form Is able to deal with several abstract and concrete variables. Has the ability to apply principles of rational systems such as computer technology in order to solve practical problems and deal with a variety of concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; add, subtract, multiply, and divide numbers; utilize decimals; calculate percentages; apply algebraic principles; and utilize descriptive and inferential statistics.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office and other equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Has the ability to deal with people beyond receiving instructions The worker needs to relate to people in situations involving more than receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.

Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.)

The work performance of non-supervisory personnel of Pitt Community College is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the practices, procedures, rules, and regulations of the College as they apply to duties of the position. Has knowledge of all programs of the College. Has the knowledge and ability to use a variety of sources to obtain data and collect information. Has a thorough understanding of databases and is able to extract data from them.

Has considerable knowledge of general office operations, functions, and procedures. Is able to apply principles of conceptual thinking in evaluating existing procedures and developing new ones. Is able to exercise good judgment. Is able to communicate effectively with others in person, over the telephone, and in electronic mediums in a clear and effective manner.
